Should Independent mean independent, or should the party take positions on policy outside of a narrow group of issues that affect the ability of the party to function in this state (i.e., election reform, campaign finance reform)?

Some are proposing a "top-two" primary system that would eliminate all third candidates from the general election and would probably have no party labels on the primary election ballot. This proposal may well be on the November 2008 as an initiative.
Is this a good idea?
